Pier 29 were built as part of the beautification effort undertaken by the city to prepare San Francisco for the 1915 Panama-Pacific International Exhibition, and to celebrate the opening of the Panama Canal.

Pier 29 was originally used as a small freight slip, with a rail spur connection the Belt Line Railroad.
